These threat levels serve as a general indicator of the probability of a terrorist attack:

LOW indicates that the likelihood of an attack is extremely low.
MODERATE suggests that an attack is possible but not particularly likely.
SUBSTANTIAL implies that there is a credible chance of an attack occurring.
SEVERE signifies a high likelihood of an impending attack.
CRITICAL indicates that an attack is highly likely to occur in the very near future.
